What is eBudde?
eBudde is the online program management software, used by Girl Scout volunteers to keep track of all aspects of the Cookie Program. Volunteers can manage the entire Cookie Program from the eBudde app or desktop version.
eBudde is the platform used for:
- Order taking
- Inventory management
- Rewards submission
- Booth scheduling (Access is for registered leaders and cookie chairs only. Parents do not have access.)
What is Digital Cookie (DOC)?
Digital Cookie is an online platform that allows Girl Scouts to run their cookie sales virtually by creating a personalized cookie website.
Digital Cookie enables girls and families to:
- Sell cookies online
- Track their sales and deliveries
- Market their personalized site
- Accept online payments
Volunteers receive access on 1/24, and parents receive access on 1/31

Are cookie booths required?
Booths are optional, but they are a great experience for girls to build skills and confidence.
How do I get cookies for my booth?
You can schedule a pickup at your nearest Cookie Cupboard through eBudde.

Registration & Access
Can parent volunteers who are not registered leaders or cookie chairs download or access eBudde?
No. You must be a registered member to access eBudde.
How do I know if I am registered?
Log into myGS - it will show if you are active or need to renew.
How do I register as a Service Unit Cookie Chair or Troop Cookie Chair
- Make sure you are a registered member in myGS
- Contact Member Care to be assigned the role and follow the appropriate guidelines.
Cookie Program Roles
What is the Service Unit (SU) Cookie Chair role and term?
Summary:
The SU Cookie Chair leads Cookie Program efforts within the Service Unit by running trainings, communicating information, serving as liaison to the Product Program Team, and supporting volunteers.
Term:
- Three-year appointment
- Shadowing is encouraged in the third year
- May serve up to two terms (maximum 6 years)
Supervision: Reports to the SU Manager and GSHH Product Program Team.
Support: Receives training, materials, and ongoing guidance from the Product Program Team.
Ordering & Inventory
What is the difference between the Initial Order (IO) and ordering after IO?
The Initial Order is the first major ordering phase of the Cokie Program
During this stage:
- Troops collect cookie orders from girls and families to distribute to customers who have placed orders on their order card or through Digital Cookie for Girl Delivery
- These orders determine the starting inventory your troop will receive at the beginning of the sale. Initial Order Delivery and pick up of cookies March 19 - March 21, 2026
- All cookies ordered during the Initial Order count toward:
- Girl rewards
- Troop rewards
- Troop starting inventory planning
- Troops submit the Initial Order in eBudde by the IO deadline on March 1, 2026.
Purpose of the Initial Order:
To ensure troops have enough inventory on hand for the start of the season and to establish eligibility for initial rewards and delivery to Initial Order customers.
Goal Getter - What it Means (Second Phase of the Program)
The Goal Getter phase begins after the initial order deadline (March 2, 2026) and continues through the remainder of the sale (May 10, 2026).
During Goal Getter:
- Girls continue selling cookies to reach their personal and troop goals.
- Orders collected in this phase do not count toward Initial Order rewards.
- Troops restock cookies as needed from the Cookie Cupboards (scheduled through eBudde).
- Girls can keep selling using order cards, Digital Cookie, or booth sales, whichever method works best for the troop.
Purpose of the Goal Getter Phase:
To give girls extended time to reach higher goals, build skills, and maximize their sales beyond the initial push.

What are base proceeds?
Base troop proceeds are $1.00 per package.

All cookie varieties are $7.00.
